Warrants and BOLOs

Two modules tell your officers who to look for: Warrants targets a specific citizen, to arrest them or search their place; BOLOs broadcast a wanted person or vehicle, with or without a file.

Warrants

The Warrants module: active warrants

The Warrants module shows active warrants, newest first, as cards:

• the type (Arrest warrant or Search warrant) and the date issued;
• the target citizen, with a link to their file;
• the Grounds;
• the Address for a search warrant, Issued by, and Expires (or No expiry).

The selector at the top filters by type: All, Arrest warrant or Search warrant. Warrants load 20 at a time: Show more loads the next ones, and the filter only applies to the warrants already loaded.

Issuing a warrant

1. Click Issue a warrant.
2. Pick the Target citizen: search by name, or create their file from the list if it doesn’t exist yet.
3. Choose the Type: Arrest warrant or Search warrant. The arrest warrant is only offered from a service that issues them (see below); elsewhere the option stays visible but locked, and Search warrant is picked for you.
4. Write the Grounds: the facts behind the warrant.
5. For a search warrant, enter the Address of the place to search.
6. If you like, set Expires (optional): a future date and time.
7. Click Issue the warrant.

Who issues arrest warrants

By default, only justice services issue arrest warrants, just as they write the penal code and review files. An organization without a justice service lets the police issue them. Search warrants and BOLOs don’t change: any service with the module and the Warrants › Issue a warrant permission issues them.

An administrator sets each service in Settings › Services (the service’s sheet, Arrest warrants setting, shown when the Warrants module is on):

The server checks the rule on every issue: an arrest warrant sent from another service is refused. Changing the setting is written to the audit log, before → after.

Closing a warrant

A warrant stays active until someone closes it:

• Mark as executed: the warrant was carried out (arrest made, search done); Warrants › Execute a warrant permission;
• Cancel: press and hold the button to cancel the warrant; Warrants › Cancel a warrant permission.

A closed warrant leaves the module. It stays visible in the Warrants tab of the citizen’s file, with its status (Active, Executed or Cancelled).

Expiry doesn’t close the warrant

Once the expiry date has passed, the card shows Expired, but the warrant stays in the list of active warrants. Close it with Mark as executed or Cancel.

Deleting a warrant

A warrant issued by mistake is deleted with Delete on its card (press-and-hold button, Warrants › Delete a warrant permission). You can undo right after. Deletion is soft: the warrant goes to the archives and can be restored.

On the citizen’s file

A citizen with an active warrant is tagged Wanted in citizen lists. Their file shows an alert (Active arrest warrant or Active search warrant) with the grounds, the date and the issuer, and a View warrants button. The file’s Warrants tab lists all their warrants, active ones first.

BOLOs

The BOLOs module: active BOLOs

The BOLOs module has two tabs: Active (the default) and Resolved. BOLOs are shown as cards, 12 at a time (Show more loads the next ones):

• the danger level: Low danger, Moderate danger or High danger;
• what is wanted (Person or Vehicle) and the date issued;
• the title;
• the target: the citizen’s name or the vehicle’s plate, linked to its file, or Description only;
• the description and its author (Issued by…).

Issuing a BOLO

1. Click Issue a BOLO.
2. In Looking for, choose Person or Vehicle.
3. If the person or vehicle already has a file, pick it in Citizen record (optional) or Vehicle (optional). Otherwise leave it empty and describe them in the description (for a vehicle: model, color, partial plate).
4. Give it a short Title.
5. Write the Description: appearance, last known location, behavior.
6. Set the Danger level (moderate by default).
7. Click Issue the BOLO.

A BOLO linked to a vehicle also shows on that vehicle’s file, in its BOLOs section, with its status (Active BOLO or Resolved).

Resolving a BOLO

When the person or vehicle is found, click Resolved on the card (BOLOs › Resolve a BOLO permission). The BOLO moves to the Resolved tab, with its resolution date (Resolved on…).

A BOLO issued by mistake is deleted with Delete on its card (press-and-hold button, BOLOs › Delete a BOLO permission), and can be undone right after. Deletion is soft: the BOLO goes to the archives and can be restored.

Permissions

The Warrants and BOLOs modules are set separately in Ranks and permissions, one permission per action. On a card, an action you’re not allowed to do stays visible but locked, with a padlock and a “Restricted: …” hint (for example “Restricted: Warrants › Delete a warrant”); see Permissions.

“Default” is the first rank level that gets the permission when you create a service from a template; the levels above have it too.

Warrants and BOLOs are shared across the whole organization: having the permission in one of your services is enough. A warrant or BOLO is issued on behalf of a service that gives you Issue a warrant (or Issue a BOLO): the service you are in if it allows it, otherwise the first of your services that does.
